Normally when I put the cursor at the edge of a window, the cursor should turn to the two-arrow shape that allows me to resize the window. Though now on an external monitor, when the cursor is just close to the window edge, its shape changes; but when it's close enough that normally it should change the shape, it changes back to the arrow pointer.

Pretty sure it's a hardware design and not software. The obvious reason why the Mac mini supports two displays (one on TB and one on HDMI) is because it has no display. The M1 AIR and Pro are running their own display plus one external so that's essentially two displays like the mini. BTW I'm not stating BS, I'm reading this from the Apple website.

Ιt seems macbooks can not function properly (at least not with HP G5 docking station and not without the multiple external monitors been detected as one) with only one usb-c cable connected. I used one cable to the docking station and another one HDMI to usb-c. So it worked with 2 cables on 2 usb-c ports.

If you're using a USB-C, Thunderbolt hub or HDMI adapter to connect your monitors to your Mac, unplug and disconnect the device and then reconnect it again. The most reliable hub to use with an external monitor connected to Macs is the Apple USB-C Digital AV Multiport adapter.
Monteray 12.3 upgrade did NOT resolve the issue. I did not mention in my previous reply, but the odd thing is that the MacBook seems to detect the External Display, but the External Display does not see a signal from the MacBook (monitor tells mom it is going into Power Save mode due to no signal on mDP).
